SB 5694, titled AN ACT Relating to a statewide boiler operator certification, has been passed by the Senate Committee on Labor & Commerce. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:




Dept of Social and Health Services:

A portion of costs incurred to implement this legislation will be funded with federal Title XIX - Medicaid funds.  In addition, there is an indeterminate reduction to federal funding related to a potential violation of the Title IV-D state plan.

 

Department of Labor and Industries:

The proposed bill requires fees received by L&I to be deposited in the Pressure Systems Safety Account, fund 892. The cash receipts are indeterminate, fees have not yet been adopted in rule and the exact number of operators is unknown. 

 

In addition, the proposed bill allows for penalties.  The penalty shall not be more than $500.  L&I does not have data to determine how many penalties will be assessed.  This is also indeterminate.

 

It is also assumed that the fee will cover the costs associated with this bill, however, a fee increase may be necessary due to initial startup costs.  It is not known at this time whether a fee increase will be needed.
