UPDATE: The 10 year analysis for SB 5750, titled AN ACT Relating to fees for charging electrical vehicles at state facilities, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of
increased cost to the taxpayers or affected fee payers.

Section 1. (2) WSDOT may provide charging for electric vehicles at facilities where privately owned vehicles may buy power from the state. Fees must be placed in the Motor Vehicle Fund.
It is unknown how to charge for power and collect and fees from private entities via future WSDOT Electric Vehicle Supply Equipment (EVSE). The department is unable to receive payments and fees with current EVSE infrastructure. Section 1 (2) has an indeterminate fiscal impact to the department, as the proposed legislation does not define a process for collecting revenue, and the amount is still unknown. WSDOT could collect the revenue, or it could be collected by a third-party EVSE vendor, depending on the type of EVSE infrastructure and the collection method. The department cannot determine a revenue estimate because transportation projects have not yet been developed under this chapter.
Department of Enterprise Services:
DES estimates that a private vehicle would incur a cost between $12-48 to charge a vehicle at a state office location. DES assumes the average cost for EV charging is $0.30-$0.60 kWh, battery sizes are between 30kWh and 200kWh, with a majority being between 50kWh and 100kWh, and that most EV batteries are charged to 80% to maximize the battery lifespan.
($0.30 kWh fee x 50kWh battery x 80% battery charge= $12) and ($0.60 kWh fee x 100kWh battery x 80% battery charge= $48)
All fees collected would be deposited into the motor vehicle fund.
Not all DES-owned charging stations have the ability to charge a fee based on vehicle ownership (i.e. state-owned vs. privately owned).
Charging stations in leased facilities are typically owned by the landlord.
