HB 1283, titled AN ACT Relating to certificates of title, has been scheduled for a public hearing by the House Committee on Transportation.

The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

Department of Licensing:

An indeterminate increase in revenue deposit to the Motor Vehicle Account (108) is anticipated, based on the assumption that requests for paper titles may exceed the current usage of quick title services, particularly during the initial years following implementation. Conversely, the Transportation 2003 (Nickel Account) (550) may experience a revenue reduction due to the elimination of duplicate issuance activity for electronic title holders. However, the exact impact is difficult to quantify as it depends on the implementation strategy and user behavior.

Rate:

Current Quick Title Fee (proposed to be Paper Title) is $50. 

Current Title (proposed to be Electronic Title) Fee is $15.

Note:

Current Quick Title (proposed to be Paper Title) revenue is distributed 100% to 108 account if the fee paid directly to DOL, and 50% to 108 account if the fee is paid to the participating county auditor, or other agent, or a subagent.

Current Duplicate Certificate of Title issuance revenue is distributed  100% to 550 account.
