Washington Parental-Rights Initiative – WA Legislature Reasoning
This year, six initiatives, legislation proposed by citizens as opposed to lawmakers, qualified to be presented to the state Legislature. These Initiatives to the Legislature can be approached by the Legislature in multiple ways – the Legislature can adopt the initiative and it becomes law without a vote of the people, the Legislature can reject the initiative and the initiative must be placed on the ballot at the next state general election, or the Legislature can propose a different measure dealing with the same subject and both measures are placed on the ballot.
As detailed in this Op-Ed in the Seattle Times, written by Senator Jamie Pedersen and Speaker Laurie Jinkins, one of these initiatives, Initiative 2081, establishes the parents’ bill of rights. This is intended to protect parents’ rights to know their child’s curriculum and ability for parents to opt their child out of certain lessons, however the way this initiative is written has been concerning to the 2SLGBTQIA+ community in Washington. We encourage the community to read through this Op-Ed written by Senator Pedersen and Speaker Jinkins, two members of the Legislative LGBTQ Caucus, explaining why the Legislature is choosing to pass Initiative 2081. This initiative, as evaluated by the Legislature and non-partisan policy staff, will not negatively impact 2SLGBTQIA+ youth in the state and “about 90% of the initiative is already common practice or state law”. However, the Legislature is aware of the concerns raised by the community regarding the language in this bill. They have committed to change the law “should it put any member of the LGBTQ+ community at risk or threaten in any way a young person’s right to protected health care.”
Along with the Legislature, the Washington State LGBTQ Commission will be very carefully monitoring the implementation of Initiative 2081 and working with the Washington State Board of Education and the Washington State Office of the Superintendent of Public Instruction to ensure that this legislation does not harm 2SLGBTQIA+ youth in our state. The Washington State LGBTQ Commission is a place for 2SLGBTQIA+ people in Washington to bring their comments, suggestions, and concerns regarding policies that affect our community. If you would like to contact us regarding I-2081 or any other issue, please contact us through this form on our website. We value hearing your voice as it helps us shape the best policy recommendations possible for the 2SLGBTQIA+ community.
You can learn more about the Washington’s Initiative and Referenda process on the Washington Secretary of State website here.
Oasis Youth Center Recognized in House of Representatives Resolution
On Saturday, February 24, 2024, the Oasis Youth Center was celebrated through the adoption of House Resolution 4680, sponsored by Speaker of the House Laurie Jinkins, 27th legislative district. Oasis Youth Center is an LGBTQ+ youth center in Tacoma, Washington that has been serving 2SLGBTQIA+ youth in Pierce county for nearly 40 years. As the resolution states, Oasis has been lifesaving for youth in their community. Some of the services they offer include weekly check-ins, workshops, resources, and leadership opportunities for 2SLGBTQIA+ youth. "Being there to see Oasis be recognized through a resolution by the House Speaker was a monumental moment. For an intern like me, I have been honored to work alongside and learn from the amazing staff and youth from Oasis! To see the work and everything this organization has accomplished for itself, and for the community be represented in this way is huge! I'm so excited for the future of Oasis and everything they have in store," said Erika Bowers, Oasis intern and Oasis Youth Advisory Board Member.

“Oasis’s work to provide safe and affirming spaces and services for queer and questioning youth remains vitally important. It’s our job to build a better world for them, and we’ve been able to do that in Pierce County for nearly four decades due to incredible community support. Thank you to the Washington Legislature for recognizing our contributions,” said Matthew Wilson, Executive Director of Oasis. The WA State LGBTQ Commission is excited to celebrate Oasis along with the House of Representatives, and thanks Oasis for the crucial work they do for youth in our community. We are lucky to have Oasis Youth Center’s Director of Programs as our very own Co-Chair, Commissioner Kelly-Barroga! Please visit oasisyouthcenter.org to learn more about Oasis and the services they provide. We encourage you to check out House Resolution 4680 here!
