UPDATE: The 10 year analysis for 2ESSB 5546, titled AN ACT Relating to establishing a Washington state cannabis commission, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased
cost to the taxpayers or affected fee payers.

Section 15 would require the Commission to impose and collect assessments from active cannabis producers and processors. WSDA would not be responsible for collecting the assessments, which would be collected and managed by the Commission. WSDA assumes the Commission would determine assessment amounts and criteria through rulemaking. Because the assessment amount and the number of payers would be established during rulemaking, the revenue from the assessments cannot be estimated at this time.
