HRMS will be updated to reflect the General Wage Increase, Lump Sum Payments, Targeted Job Classification, and other compensation changes resulting from the Collective Bargaining Agreements and budget bills as passed legislature effective July 1, 2023. Automatic updates will be made by OFM prior to the last week of June 2023.
Agencies do not need to act on these items at this time. Additional communications with resources and actions needed will be sent in June and July. Agencies with agency unique changes will be contacted directly to discuss and coordinate changes within HRMS.
General Wage Increase
This will be treated as it has in years past where OFM will automate as much as possible. For indirectly valued employees, the salary schedules will be updated automatically. For directly valued employees, OFM will send agencies a spreadsheet of impacted employees for agencies to review and edit in the first week of June. OFM will then update the employees’ Basic Pay (0008) infotype records effective July 1, 2023, with the general wage increases. OFM will email the final list of employees who had their records automatically updated and include a list of any that weren’t successfully updated that may require agency resolution.
Lump Sum Payments
For impacted agencies only, agencies will determine eligible employees. Agencies may either manually input their employees’ lump sum payments or submit a Winshuttle to the OFM Help Desk. Additional communications for all lump sum payments will be sent as details are finalized.
Recognition and retention, retention, and lump sum payments
Agencies will determine employees eligible for recognition and retention, retention, or other lump sum payments. New wage types are being created for these payments. An FAQ regarding lump sum payments is attached.
Incentives for Up-to-Date COVID-19 Vaccination
Beginning July 1, 2023, incentives for being up-to-date with COVID-19 vaccinations can be processed for eligible employees. Eligible employees must provide their employer with proof of being up-to-date with their COVID-19 vaccination as recommended by the CDC at the time proof is provided to receive the one-time lump sum incentive. This incentive is not prorated for part-time employment.
New wage types are being created for these payments. Additional communication regarding detailed eligibility and processing will be forthcoming.
Targeted Job Classification
This will be treated as it has in years past where OFM will automate as much as possible. For impacted agencies only, when possible, targeted Job Classification updates will create new planned compensation records for job classifications, positions, and new basic pay records for employees. OFM will send agencies a list of affected positions for validation. A list of job classifications impacted by targeted job classifications is attached. Job classifications must still be adopted in the June Director’s Meeting.
Assignment and Premium Pays
This will be treated as it has in years past where OFM will automate as much as possible. When possible, assignment and premium pay updates will create new basic pay records. Existing wage types are being modified and new wage types are being created for payments. Additional communications, including detail of all wage type changes, will be sent as details are finalized. A list of assignment and premium pay changes are attached. Changes must still be adopted in the June Director’s Meeting.
