Notice of Completion: The 10 Year Analysis for House Bill 2043 is Complete

UPDATE: The 10 year analysis for HB 2043, titled AN ACT Relating to fees charged to persons who commit offenses involving the sexual exploitation of children, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Section 1(2)(b) states two percent of the revenue from fees imposed under this section shall be remitted quarterly to the Department of Commerce (department) together with a report detailing the fees assessed, the revenue received, and how that revenue was spent.

The Department of Commerce (department) assumes the revenue collected from HB 2043 to be indeterminate.  This legislation gives a judge the discretion to assess a fee between $3,500 and $7,500 and the department has no way of estimating what fee within the range a judge will assess.  Current law assesses a fee amount of $5,000 and the department receives two percent of that fee.
