UPDATE: The 10 year analysis for HB 1918, titled AN ACT Relating to reducing emissions from outdoor power equipment, has been completed. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Department of Enterprise Services:

DES sells used equipment through our Surplus Operations program.  This program takes used equipment from other governmental entities (state and local) and resells them to the general public.  DES does not know when or how much equipment will be given to them to resell, therefore the impact is indeterminant. To provide a sense of scale, DES reviewed our 2020 and 2021 data and found that:

 

DES sold 6 mowers for an average price of $1,361, which would gain an additional $88 per item of tax that would be remitted to the Department of Revenue and 17 small motor equipment for an average of $73, which would gain an additional $5.00 per item of tax.  In 2021 DES sold 14 mowers for an average of $1,014, which would gain an additional $66 per item of tax, and 2 small motor equipment for an average of $50, which would gain an additional $3 per item of tax.
