UPDATE: The 10 year analysis for E2SHB 1181, titled AN ACT Relating to establishing programs and measures to prevent suicide among veterans and military members, has been completed. The Office of Financial Management has identified this bill as
requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.
Ten-year projection:
Department of Veterans Affairs:
The Department of Veterans Affairs is an agency that does not set a tax or fee. This bill creates a program that centers on suicide prevention for military members and their families. Therefore, the bill introduces the availability of an emblem that can be purchased to support the program. It is also stated that the program can accept donations to support the work of the program. Since it is not possible, at this time, to determine the sale of the emblem or the amount of donations that could be received, it is indeterminate as to what the cash receipts will be.
Department of Licensing:
Cash receipts impacts for the bill are indeterminate. The fee is not prescribed in the bill but is expected to be nominal, covering the cost of the emblem. No information is available to estimate how many of the vehicle plate emblems might be purchased. However, it is assumed that the total revenue impact of new emblem purchases would be minor.
Ten-year projection prepared in consultation with the following agencies:
Department of Licensing
Department of Veterans Affairs
This engrossed bill is proposed by the House of Representatives.
