Notice of Senate Passage for Substitute House Bill 1302 - Update: 10 Year Analysis Complete

SHB 1302, titled AN ACT Relating to college in the high school programs, has been passed by the Senate. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Community/Technical College System:

The cash receipts impact is indeterminate.

While the proposed legislation may expand the number of students eligible to participate in the College in the High School Program, it is unknown how many additional students would elect to participate and which institutions of higher education they would attend.

Central Washington University:

It is unknown how many more students would participate in the expanded College in the High School Program, whether CWU would adopt the maximum allowable fee rate each year, or whether the inflationary factor provided by the lead agency would hold true from year to year. All of these factors make any increase in cash receipts indeterminate at this time.

Eastern Washington University:

It is unknown how many more credits per year EWU would generate from the CiHS  program due to the expansion to 9th grade and/or annual enrollment increases. Nor is it known whether EWU would choose to increase the per credit rate paid by student participants as allowed with this legislation. Lastly, it is unknown whether the inflationary factor set by OSPI would hold true from year to year. All of these factors contribute to an indeterminate cash receipts impact.

University of Washington:

SECTION 1

This section makes two critical changes that would lead to an increase in cash receipts at the University of Washington (UW). First, the section expands College in the High School eligibility to ninth-grade students. The second change would amend the maximum, per-credit tuition fee rate that the UW could charge to participating students. 

We anticipate that this bill could result in approximately 100 additional students per year, though the exact number is unknown. Typically, students register for a 5-credit course, and so we estimate additional cash receipts would range from approximately $37,000 to $40,000 (assuming the maximum per credit fee was annually adjusted, plus a $45 registration fee) from FY22 to FY27.

Expected cash receipts are indeterminate because it is unknown how many more students would participate in UW’s College in the High School Program. The per-credit fee rate would be adjusted for inflation using the Implicit Price Deflator (IPD) and calculated by the Office of the Superintendent of Public Instruction (OSPI). Only the per-credit fee rate change has I-960 implications; the registration fee is not increasing and thus the registration fee does not have I-960 implications.  The numbers in the 10-year analysis table show only cash receipts for the per-credit fee for the 100 estimated students. Given the unknowns around the number of students, we have marked this 10-year analysis as partially indeterminate.
