2SSB 5192, titled AN ACT Relating to supporting access to electric vehicle supply equipment, has been passed by the House Committee on Appropriations. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Department of Agriculture:

Section 8 amends RCW 19.94.175

 

(1) Adds fee for Electric vehicle chargers

$20 x estimate of 1,500 units = $30,000 for Level 2 EVSE

$40 x estimate of 500 units = $20,000 for DC fast Charger

 

(2) Also allows in addition to the fees set above, to establish in rule additional registration fee for EVSE to cover the remaining costs associated with enforcement of the chapter on EVSEs.

 

The remaining fees will need to be set in rule and are indeterminate at this time. WSDA estimates that revenue collection of remaining fees will not begin until January 2024.

 

 

Note on Fees from Section 8:

 

The $20/$40 registration fee is not close to cover our estimated costs and we will likely need to use the ability to establish an additional fee to cover the remain costs, and the fee will be a significant increase at about 4 times the $20 fee for Level 2 chargers.

 

And that the one time startup costs are only about 3% of that fee when spread out over 10 years.
