SB 5055, titled AN ACT Relating to law enforcement personnel collective bargaining, has been passed by the Senate Committee on Labor & Commerce. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Section 1, subsection 11 of SB 5055 permits PERC to establish fees to cover the costs of providing training for the arbitrators appoint to the panel described in subsections 4 through 7 of SB 5055.  While PERC anticipates that the fees established under section 1 subsection 11 of SB 5055 will cover only the actual costs incurred by agency for providing the training, PERC is unable to determine at this time the actual costs for training and whether that training will generate any cash receipts.
