SHB 1207, titled AN ACT Relating to improving access to department of licensing issued documents by extending the issuance period of driver licenses and identicards to eight years, allowing online issuance and renewal of instruction permits, and expanding
online renewal of driver licenses and identicards, has been passed by the Senate Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected
fee payers.

The cash receipts impact is indeterminate because it is not known how many customers would choose the six (6) versus eight (8) year duration option. However, DOL provides a scenario based on the assumption that 20% of driver licenses and 40% of identicards will be six (6) years. This assumption takes into consideration financial and age factors of the driver and identicard population.
The substitute bill increases the duration of driver licenses and identicards from six (6) years to eight (8) years while maintaining the availability of six (6) year duration. This option also applies to Enhanced Driver License (EDL) and Enhanced Identicards (EID), Commercial Driver License (CDL), and Motorcycle Endorsement (MC). Section 12 sets the effective date of January 1, 2022.
Note: This analysis updates the original version of the bill, adding a six (6) year license option and incorporates EDL and EIDs, CDL, and MC revenue impact. Fiscal year 2022 has a partial year of impact due to the effective date.
