HB 1181, titled AN ACT Relating to establishing programs and measures to prevent suicide among veterans and military members, has been passed by the House Committee on Housing, Human Services & Veterans. The Office of Financial Management has
identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.
Ten-year projection:
Department of Veterans Affairs:
The Department of Veterans Affairs is an agency that does not set a tax or fee. This bill creates a program that centers on suicide prevention for military members and their families. Therefore, the bill introduces the availability of an emblem that can be purchased to support the program. It is also stated that the program can accept donations to support the work of the program. Since it is not possible, at this time, to determine the sale of the emblem or the amount of donations that could be received, it is indeterminate as to what the cash receipts will be.
Department of Licensing:
Indeterminate impact to cash receipts.
The cost of similar emblems is $18 and there has never been more than a few dozen ordered in any given year. It is not known how many of these new prevent veteran suicide emblems might be purchased. However, it is assumed that the total revenue impact of new emblem purchases would be minimal, less than $1,000.
Additionally, donations at the time of the concealed pistol license application will be new and it is not known how much revenue might be collected under this new program.
Ten-year projection prepared in consultation with the following agencies:
Department of Licensing
Department of Veterans Affairs
