HB 1075, titled AN ACT Relating to reducing emissions from vehicles associated with on-demand transportation services, has been passed by the House Committee on Appropriations. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Department of Ecology:

Section 4 would authorize Ecology to collect annual fees from each commercial transportation services provider (CTSP) that would cover the direct and indirect costs of administering and enforcing the provisions of sections 2 and 3.  Ecology would be required to calculate fees for CTSPs based on their proportionate shares of service miles during the preceding calendar year.

 

Ecology assumes that fee calculation mechanisms would be established in rule, and that the first fees would be effective starting in FY 2024.  Based on the assumption that fee revenue would cover the direct and indirect costs of administering the requirements of this act, Ecology estimates revenue equivalent to estimated expenditures in FY 2024 and ongoing of $175,167 per fiscal year.  Section 6 authorizes the revenue collected in section 4 to be deposited in the Air Pollution Control Account.

 

Individual fee levels and the number of fee payers is indeterminate at this time. Rulemaking and stakeholder feedback would determine which entities would be required to participate in developing and implementing greenhouse gas emission reduction plans and pay a fee.
