Department of Ecology:
Section 9 (9) would authorize Ecology to determine, assess, and collect annual fees from the owners or operators of refrigeration and air conditioning systems regulated under this section in an amount sufficient to cover the direct and indirect costs of administering and enforcing the provisions of this section. All fees collected under this subsection must be deposited in the Refrigerant Emission Management Account created in section 12 of this act.
Ecology assumes that the fee collected under section 9 would cover ongoing program costs starting January 1, 2024, when the rulemaking to establish the program is complete. Revenue estimates equal estimated program implementation costs of $620,257 in FY 2024, $2,093,604 in FY 2025, $1,865,300 in FY 2026, and $1,636,996 in FY 2027 and ongoing thereafter.
The number of program participants would be identified during rulemaking to establish the program. At this time, the fee per participant is indeterminate.
