HB 1510, titled AN ACT Relating to establishing an exemption from certain highway use requirements by nonemergency medical transportation vehicles, has been passed by the House Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Indeterminate impact to cash receipts.

The bill allows NEMT vehicles to use HOV lanes by applying for an HOV exempt decal of $5 fee collected by DOL. Revenue impact is an indeterminate increase because there is no data of how many NEMT vehicles existing in Washington State and how many of them are anticipating to apply for the HOV exempt decal.
