HB 1379, titled AN ACT Relating to establishing an unpiloted aircraft system state coordinator and program funding source, has been passed by the House Committee on Transportation. The Office of Financial Management has identified this bill as
requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

The cash receipts impact for WSDOT is indeterminate. House Bill 1379 outlines the duties of the unpiloted aircraft system coordinator.
Section 2
Expands the $15 aircraft fee to commercial unpiloted aircraft systems. The department must review the fee schedule based on the number of unpiloted aircraft registered. WSDOT shall collaborate with the Department of Commerce, Department of Revenue, and industry in deciding any recommendations to revise the first fee. WSDOT must send a report to the Senate and House Transportation Committees by December 1, 2022. There is an exemption from the fee for unpiloted aircraft used exclusively for hobby or recreation. Section 2 also changes the requirements for aircraft owned by nonresidents, but the requirement still remains that aircraft in the state for longer than 90 days are subject to the $15 registration fee.
Sections 4, 5, and 6
Section 4 adds new definitions for the Aviation Division’s, commercial and unpiloted aircraft system. Section 5 states an expiration date of July 1, 2031 to Sections 2 and Section 6 provides an effective date of July 1, 2031 to Section 3.
This bill has an emergency clause; therefore, takes effect July 1, 2021.
At this time, an estimate for non-recreational commercial unpiloted aircraft would be speculative, given the lack of data available about how many of such aircraft are used and would actually report in Washington State. The bill also lacks a mechanism for enforcing registration of commercial unpiloted aircraft and any additional fees for evading registering the unpiloted aircraft.
For example, if there were 1,000 small unpiloted commercial aircraft registered in Washington State, this would yield $15,000 in gross revenue annually.
