The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Department of Commerce:

Section 1(7) states the department may require an applicant to pay an application fee.  It is not clear whether the industry will develop ETPs or, if so, they will see a benefit of obtaining an eligibility determination before investing in a project. Cash receipts are indeterminate. The department has no information to base an assumption on the number of applications that will be received.
