OCO Monitoring Reports: CRCC, CCCC, and SCCC

Good morning - I hope everyone is staying healthy during this time.

  • OCO is releasing three reports related to monitoring visits conducted at Coyote Ridge Corrections Center, Cedar Creek Corrections Center, and Stafford Creek Corrections Center. The purpose of the visits was to monitor the DOC response to COVID-19. Overall, OCO found that prevention measures are being taken at DOC institutions by both staff and incarcerated persons to prevent the potential infection and spread of the virus, although some concerns are noted. The reports, including DOC's response, are posted on OCO's website and also attached to this email. Note: since the CRCC monitoring visit, a large outbreak has occurred. OCO has initiated a review of staff actions in response to the first COVID-positive case at CRCC and will publish a report once that review is completed.


  • As of this morning, 512 incarcerated people have been tested for COVID-19 and 71 (13.9%) have tested positive, per DOC's public COVID-19 website. OCO is recommending expanded testing of the population and continues to have discussions to that effect. Governor Inslee recently announced expanded testing for persons with even mild symptoms and all close contacts in congregate settings even prior to symptoms. OCO hopes that DOC will implement expanded testing along similar lines and welcomes any persons with a similar request to make their voices heard.


  • OCO will be holding its next quarterly public stakeholder meeting to discuss OCO's work on Friday, June 19, from 10 am to 12 pm. I will send out a link for anyone who wants to join via video, but otherwise the call-in information will be the same as the weekly Thursday calls (see below).


  • OCO continues to hold weekly statewide phone calls on THURSDAYS from 4:30 - 5 pm. Call-in information: (360) 407-3831; passcode 821205# [Notes from all prior phone calls can be found on OCO's website for COVID-19 information.] 
    • Note: On yesterday's call, there was discussion of a COVID-positive individual who had recently transferred to SCCC. I stated that the individual had tested positive some time ago and therefore likely presented less of a risk to the population. I subsequently received different information and I would like to issue a correction. Due to the person's chronic medical condition, the person should be considered as an active, positive case. My apologies for any misinformation.


  • DOC facilities are holding weekly phone calls with their local family councils. We encourage anyone who is interested in receiving up-to-date information to reach out to their local family council co-chair (contact information can be found here). Notes from the calls should be posted on the DOC webpage for local family councils for anyone interested to read.
