The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

The second substitute added authorization to charge loan origination fees. (Section 3(8)).
Loan origination fees are to be determined based on comparable federal subsidized loan origination fees and, therefore, the resulting revenue is indeterminate as it will depend on the number of loans originated and the amount of each loan. For example, based on the current origination fee for Federal Subsidized Stafford Loans (1.069%) the origination fee on a $1000 loan would be $10.69. If 1000 such loans were made in a year, revenue generated from origination fees would be $10,690.
Loan origination fees set pursuant to this legislation could vary annually as indexed to a corresponding rate for federal loans. Any other fee revenue derived from this legislation would be for fees assessed on some borrowers if, during repayment, late fees or costs of collection including attorneys fees are charged on delinquent or defaulted loans.
