HB 1947, titled AN ACT Relating to beer, wine, cider, and mead at farmers markets, 10 year analysis complete.

The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

Sec.1(6)(a) An enhancement to the existing endorsement that would allow a microbrewery to sell beer of its own production in growlers and cans at retail for off-premises consumption at a qualifying farmers market.  Only bottles of beer are allowed to be sold with the endorsement currently.

Sec.2(5)(a) An enhancement to the existing endorsement that would allow a domestic winery to sell mead and cider of its own production in bottles and growlers at retail for off-premises consumption at a qualifying farmers market.  Only bottles of wine are allowed to be sold with the endorsement currently.

The bill expands the privileges allowed under existing endorsements and does not create a new or increased fee.
