2SHB 1105, titled AN ACT Relating to protecting taxpayers from home foreclosure, has been passed by the House Committee on Local Government. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This substitute bill also requires the county assessor to assist a property owner to apply for the tax exemption program pursuant to RCW 84.36.379 and deferral program pursuant to chapter 84.38 RCW, if applicable, if the taxpayer requests assistance for payment of current year or delinquent taxes.. 

 

This bill requires county treasurers to distribute tax statements by March 15th of the tax year, provided:

-Taxing district filed their budget by November 30th.

-The county legislative authority certified taxes to be levied by November 30; and

-The county assessor delivered the tax roll to the county treasurer by January 15th.

 

Adds additional signature requirements for taxpayers under a payment agreement.  Payment on delinquent tax apply to the oldest taxes unless the taxpayer requests otherwise.  

 

Adds a new section to chapter 84.56 RCW, using the foreclosure avoidance fee to fund a counselor referral hotline created under chapter 61.24. RCW. 

 

In no case shall a certificate of delinquency be filed on property where the initial tax delinquency, under chapter 84.56 RCW totaled $100 or less excluding interest and penalties.

 

This bill takes effect January 1, 2020 for the 2020 tax year. 

 

This legislation results in no revenue impact to the state property tax levy.
