ESHB 2050, titled AN ACT Relating to creating Washington wine special license plates, has been scheduled for a public hearing by the Senate Committee on Transportation.

The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

The proposed legislation creates a new Washington wine specialty license plate to support research and collaboration with the wine science facility at Washington State University's Tri-Cities campus, establishes fees for original plates at $40 and plate renewals at $30, and stipulates the plate revenue less ongoing administrative and collection expenses is distributed to the Washington Wine Special Plates Account. Of the $40 original plate fee, WSU's Wine Science facility would receive $28 and of the $30 renewal plate fee WSU's Wine Science facility would receive $28. 

 

For purposes of this fiscal note, WSU will use lead agency assumptions from the Department of Licensing to estimate the revenue from the number of plates sold each year. In the first year, Department Of Licensing estimates that 1,256 plates will be sold making the cash receipts $35,168 (1,256 X $28 = $35,168). 

 

For the following years the Department Of Licensing estimates the total plates sold, both original and renewal plates: 

FY21  1,717 X $28 = $48,076

FY22  2,110 X $28 = $59,080

FY23  2,269 X $28 = $63,532

FY24  2,295 X $28 = $64,260

FY25  2,318 X $28 = $64,904

 

It is unknown how many Washington Wine license plates will be sold, therefore actual revenue is indeterminate.

 

There is no tax or fee impact to DOC associated with this bill.

 

There is no information available and it is not known how many of these new specialty plates might be purchased.
