EHB 1912, titled AN ACT Relating to pension benefits and contributions in the volunteer firefighters' and reserve officers' relief and pension system, has been passed by the Senate Committee on Ways & Means. The Office of Financial Management
has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

This bill EHB 1912, revising RCW 42.24.030, increasing the annual fees paid by city and county fire departments for enrollment of their members in the Relief portion of the Volunteer Firefighter and Reserve Officers' Relief and Pension Act. In addition, it revises RCW 41.24.030, increasing the annual member fee paid by Emergency Medical Service Districts, city and county reserve law enforcement agencies, and the annual municipality and member fee paid city and county fire departments for optional enrollment of their members in the pension portion of the Volunteer Firefighter and Reserve Officers' Relief and Pension Act.
It is expected that the agency will see an annual increase of 600,000 in cash receipts as a result of two annual fee increases. The city and county fire departments will incur a increase of $20 per member annually for mandatory relief benefit enrollment. City and County fire departments will also incur a $15 increase per member annually if they have elected to enroll in pension benefits. All members of EMSDs, city/county reserve law enforcement and city/county fire departments enrolled in pension benefits will incur a $15 increase annually. The agency assumes the increased cash receipts will remain consistent over the next 10 years; however, it is somewhat indeterminate due to their relation to the number of volunteer firefighters, reserve law enforcement officers and emergency medical district volunteers enrolled.
