SB 5682, titled AN ACT Relating to allowing certain beer and wine license holders to sell small amounts of spirits, has been passed by the Senate Committee on Labor & Commerce. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

Section 1(3d) of this bill would allow grocery stores without a spirits license to sell spirits in the original bottle, for off-premises consumption.  The bottles must be less than 375ml in size, and must be kept behind the counter or kept locked in a display case.  The 17% spirit retailer license issuance fee due on such sales is required to be paid to the Washington State Liquor and Cannabis Board ("Board"). 

This bill does not introduce any new fees or taxes.
