SB 5682, titled AN ACT Relating to allowing certain beer and wine license holders to sell small amounts of spirits, has been passed by the Senate Committee on Ways & Means. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.
Ten-year projection:
This bill does not introduce any new fees or taxes.
Section 1(3d) of this bill would allow grocery stores without a spirits license to sell spirits in the original bottle, for off-premises consumption. The bottles must be less than 375ml in size, and must be kept behind the counter or kept locked in
a display case. The 17% spirit retailer license issuance fee due on such sales is required to be paid to the Washington State Liquor and Cannabis Board ("Board").
