SB 5417, titled AN ACT Relating to authorizing military surplus vehicles to operate on public highways, has been passed by the Senate Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

Since the department does not license military surplus vehicles, the changes associated with this bill have no fiscal impact.

Indeterminate (+) minimal -- It is not known how many military surplus vehicles might qualify to be registered as a result of this proposed legislation.  These vehicles must meet on-road requirements in order to be registered for on-road use and there are few that are currently registered.  Per section 5, these vehicles must still meet on-road requirements in order to be registered as a collector military surplus vehicle.  It is assumed that there will be more vehicles that would be registered if this legislation were enacted, but it is not known how many new registrations might result.
