SB 5332, titled AN ACT Relating to vital statistics, has been passed by the Senate Committee on Ways & Means. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

This bill is a Department of Health (DOH) agency request legislation that rewrites their vital statistics statutes.  While there are updates to statutes that funeral directors follow (sections 13, 14, 29 and 40) there is no substantive change that would impact Department of Licensing (DOL).  Additionally, the new section 21 would allow DOH to enter into agreements with other agencies for purposes of verifying birth certificate information for a fee; this would assist DOL for REAL ID purposes but does not have an impact as it is permissible.

 

The proposed legislation provides a framework for ongoing administration of a single comprehensive vital records system that is operated and maintained by the Department of Health.

 

The Washington State Patrol does not record any vital statistics information to the vital records system or collect any fees related to providing copies of these records.
