SB 5174, titled AN ACT Relating to concealed pistol license training requirements, has been passed by the Senate Committee on Law & Justice. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased
cost to the taxpayers or affected fee payers.
Ten-year projection:
Section 3 of this legislation allows the WSP to charge up to $100 to certify a person as a qualified instructor, or an online course provider, to provide all or part of the training established in Section 2. This response assumes that we choose to certify
and to charge the fee. We do not know how many individuals and online providers might be interested in having us certify them to provide this training, so we don't have an estimate of cash receipts. We made an effort to estimate the number of officers employed
in law enforcement who would be certified in FY2020. Among the 260 law enforcement agencies in the state, we estimate 90% would want at least one certified instructor, for a total of 260 x 90% = 234. Of those 234 agencies, we further estimate that 60% would
want a second officer certified (234 x 60% = 140). That is an estimate of 374 instructors, with cash receipts of 374 x $100 = $37,400. These certifications last for five years, so those individuals would not need to be re-certified until FY2025. We don't
know how many certifications will be needed for replacement officers during the initial five-year certification period and later.
