SB 5138, titled AN ACT Relating to aircraft registration, has been passed by the Senate Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This bill has no measurable fiscal impact because of the lack of data available about how many unmanned commercial aircraft are used in Washington State.

By way of example, if there were 1,000 small unmanned commercial aircraft registered in Washington State, this would yield $15,000 in gross revenue annually. 

The exemption for nonresidents who show proof of taxes paid in other states presumably addresses a compliance issue. It clarifies that the burden of proof is on the taxpayer. It is assumed that the nonresidents in question are not currently paying the fee.
