SB 5110, titled AN ACT Relating to the consumption of alcohol for certain special events held on agricultural fairgrounds, has been passed by the Senate Committee on Labor & Commerce. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:


Section 1(4b) Creates a new "fairgrounds endorsement" to a special occasion license that allows the license holder to serve liquor within the entire premises of the fairgrounds or designated area.  The fairgrounds or designated area must enclosed by fencing, with controlled access and the special event must be primarily catered to adult patrons.  Events such as state fairs and agricultural fairs are not eligible for the fairgrounds endorsement.

 

There is no cost for the fairgrounds endorsement so this analysis does not assume new revenue from new fees.
