SB 5005, titled AN ACT Relating to personalized collector vehicle license plates, has been passed by the Senate Committee on Transportation. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased
cost to the taxpayers or affected fee payers.
Ten-year projection:
This proposed legislation enables personalized plates on collector vehicles for a one-time fee of $52.00 (in addition to all fees and taxes). This option is not available under current law. There are 203,000 records of Collector Vehicles in DOL’s database and it is not known how many of these vehicles are still functional as there are no annual renewals or reporting requirements. It is not known how many registered owners of collector vehicles might opt for license plate personalization. The $52.00 fee would be distributed as follows: $50 to the State Wildlife Account (104) and $2.00 to the Wildlife Rehabilitation Account (14A).
There are 7,200 vehicles eligible to be registered as a collector vehicle with existing standard background personalized plates that may switch to a personalized collector plate for a one-time fee of $42.00 (in addition to all fees and taxes). This option is not available under current law. It is not known how many of these vehicles might be registered as a collector vehicle as a result of this proposed legislation. The $42.00 fee would be distributed as follows: $40 to the State Wildlife Account (104) and $2.00 to the Wildlife Rehabilitation Account (14A). Personalized plate renewal fees would not be applicable once a vehicle is designated as a collector vehicle, resulting in a decrease in revenue.
For demonstration purposes, the revenue impact related to the following scenarios for personalized plates on collector vehicles is displayed below:
• Ten percent of registered owners of collector vehicles would obtain a personalized license plate (Revenue Increase with $52.00 Original Personalized Plate)
• Ten percent of the registered owners of vehicles eligible for collector vehicle registration with a standard background personalized plate would obtain a collector vehicle registration (Revenue Decrease with $42.00 Personalized Plate renewal, switching to Collector Vehicle)
• DOL assumes that a majority of revenue impact associated with existing collector vehicles and collector eligible vehicles with standard background personalized plates will occur within the first four years of availability.
