HB 1370, titled AN ACT Relating to the creation of additional training requirements for licensed marijuana retailers and their employees, has been passed by the House Committee on Commerce & Gaming. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

Beginning July 1, 2020, no marijuana retailer or their employees may perform work involving sale or service of marijuana products to the public unless the individual conducting a sale or service activity holds a valid budtender permit. A budtender permit is awarded upon successful completion of a training program provided by the Liquor and Cannabis Board.  The permit is valid for 2 years.

The Liquor and Cannabis Board must establish the fee for the budtender permit by rule; however, it is unknown at this time what the fee amount will be.
