HB 2039, titled AN ACT Relating to the creation of a statewide regulatory structure for transportation network companies, has been scheduled for a public hearing by the House Committee on Transportation.

Date and Time: 02/28/2019 8:00AM (Subject to change by the Legislature.)
Location: John L. O'Brien Building, House Hearing Rm B, Olympia, WA

The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

It is not known how many trips there would be overall or at the level of trips by municipality or county.  Such information is proprietary to the TNC and not available for this analysis.  In addition, the per trip fee amount is not known and remittance of the fee would be based on self-reporting of the trips.  However, an industry analyst states that there could be as many as 500,000 trips per week across the state of Washington.

No fiscal impact to the Washington State Patrol as the fees from a transportation network company are collected by the Department of Licensing.
