HB 1770, titled AN ACT Relating to occupational board reform, has been scheduled for a public hearing by the House Committee on Consumer Protection & Business.

Currently, DOL has approximately 16 programs under Title 18 RCW with occupational license and certification types that would fall within the requirements of HB 1770, offering preliminary application determinations to interested parties. However, it is unknown how many preliminary applications would be received within a fiscal year.

 

Additionally, standards of review for preliminary applications may differ within DOL’s professional licensing programs. These differences may create a variance in fees charged for each preliminary application.

 

As a result, cash receipts are indeterminate at this time.

 

The Department of Labor and Industries (L&I) provides licenses for two professions listed in RCW 18: Contractors (RCW 18.27) and Plumbers (RCW 18.106).  L&I does not anticipate receiving fees described in section 4 of the bill.  This bill will have minimal to no revenue impact.
