E2SHB 1439 AMS WM S5663.1, titled AN ACT Relating to regulating the institutions of higher education, including for-profit institutions and private vocational schools, to protect students from unfair business practices, has been passed by the Senate Committee on Ways & Means. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This bill would allow the Washington Student Achievement Council (WSAC) to
establish and maintain the tuition recovery trust fund, including imposing a fee structure to support the fund. WSAC does not have a current estimate of the appropriate amount needed in the trust fund and timing of cash receipts to bring it to that level. WSAC would need to hire a consultant, or obtain expertise through an interagency agreement, to inform the creation of the tuition recovery trust fund and its financial dimensions. Therefore, the total ten-year cost to fee payers is indeterminate.
