HB 2772, titled AN ACT Relating to addressing the ecological effects of large-scale water withdrawals for urban domestic purposes, has been introduced in the House of Representatives. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This bill requires a municipal water supplier to collect a fee of one dollar per gallon for every gallon over three hundred fifty gallons per day delivered to a single-family residence, and for every gallon over one hundred fifty gallons per day per residence delivered to a multifamily residential building, when these residences are located in a city with a population over one hundred thousand. These fees are to be remitted to the Washington State Recreation and Conservation Office for the purpose of habitat restoration and enhancement. The volume of delivered water subject to the fee is unknown at this time; therefore, the total ten-year cost to fee payers is indeterminate.
