HB 2812, titled AN ACT Relating to determinations of worker benefits and employer obligations based on a worker's status, has been introduced in the House of Representatives. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This bill requires the Department of Labor and Industries to establish rules for the new chapter the bill creates, including a fee on contracting agents to fund the department's compliance efforts. The bill directs the department to monitor compliance for contracting agents and qualified benefit providers. The department does not have a way of estimating the number of contract agents who would have to comply with the bill, the number of workers providing services to contact agents who would be entitled to benefits under the bill, or the number of organizations who would seek to become qualified benefit providers.  In addition, the department's compliance efforts will also depend on stakeholder work and the rule making process. Therefore, total ten-year cost to fee payers is indeterminate at this time.
