HB 2716, titled AN ACT Relating to transportation network companies, has been introduced in the House of Representatives. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This bill requires a transportation network company (TNC) to obtain a permit from the Department of Licensing and collect a ten-cent per trip passenger surcharge. The annual permit fee is $5000, and only a few companies would be required to obtain the permit. It is not known how many trips there would be subject to the surcharge; such information is proprietary to the TNC and not available for this analysis. Therefore, the total ten-year cost to fee payers is indeterminate.
