SB 6412, titled AN ACT Relating to regulating water pollution discharges under the national pollutant discharge elimination system permit program in a manner similar to that adopted by the environmental protection agency and other western states, has been introduced in the Senate. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected fee payers.

Ten-year projection:

This bill would require the Department of Ecology to write, issue, and administer a new National Pollutant Discharge Elimination System general permit for small scale motorized mining.  RCW 90.48.465 requires Ecology to collect fees to recover the costs of its wastewater/stormwater permit programs.  However, the amount of prospecting currently being conducted in Washington State that would be subject to the requirements of a new NPDES permit is unknown at this time. Therefore, the total ten-year cost to fee payers is indeterminate.
