The following changes were effective July 20, 2025:
The CBA registration process has been redesigned to allow more clients to create an account. Users are able to create a CBA if they are the head of household (HOH) or an adult recipient for an:
- Active, pending, suspended, or pending Spenddown Medical, DSHS Cash, Food, or Medical Assistance Unit (AU).
- Active or pending Child Care benefits.
- Denied or Terminated within the last 60 days DSHS Cash, Food, and/or Medical AU, or DCYF child care benefit.
The following is required to create a CBA:
- SAW User ID,
- First and Last name which is validated against ACES or Barcode for an exact match,
- Date of birth, AND
- DSHS Client ID number or Negative Client ID number.
Users will receive an error when a CBA could not be created because:
- The client’s latest cash, food, and/or DSHS medical AU is denied or terminated over 60 days from the current date AND they don’t have an active/pending child care benefit.
- The information entered doesn’t match the information in ACES or Barcode for the client, or
- The HOH is active on a foster care AU, or
- The HOH is enrolled in the Address Confidentiality Program (ACP), or
- The user is the Authorized Representative.
To activate a CBA, users are required to enter the activation code sent via email and their client ID.
Document Upload portal was created to assist clients with providing benefit verification documents directly to DSHS. A link to the Document Upload portal (https://documentupload.dshs.wa.gov/) displays on the Links navigation tree within the Client Benefit Account (CBA).
When a user registered for their CBA but didn’t activate it, an automated reminder email is sent 25 days from the date of registration. The system automatically disassociates a CBA after 30 days if it has not been activated, and an email will be sent to the user to explain the next steps.
To initiate the tracking time frame, the registration date for currently registered, but not activated CBAs, is set to the day after this change is promoted.
