CCA Market Notices are sent by the Department of Ecology to notify market participants and other interested parties about information that may affect Washington’s Cap-and-Invest market.

The Department of Ecology allocates no-cost allowances to natural gas utilities for the benefit and protection of utility customers.
The number of no-cost allowances a natural gas utility receives is prescribed by WAC 173-446-240. A summary of the no-cost allowances provided to natural gas utilities for 2027-2030 is now posted on the no-cost allowance allocation webpage.
Allocation information will also be sent directly to each utility, along with information about the appeals process, as required by law.
