 Updated draft rule language is now available
Newly revised draft language to update the "cause or contribute threshold values," also called "significant impact levels" in Chapter 173-400 WAC is now available.

There are no updates to the draft rule language for Chapter 173-476 WAC, Ambient Air Quality Standards, shared at the April 15 public meeting.
Submit written comments online
This second informal comment period for the draft rule language is open from June 3 to June 28 at 11:59 p.m.
We don't formally respond to written comments, but we will use your input to further develop the language before proposing the rule and beginning the formal public comment process later this year. We will also use your comments for the Environmental Justice Assessment associated with this rule.
Next public meeting
As a reminder, we will have a second public meeting for this rulemaking on June 9 at 10:00 a.m.
During the meeting, we will go over the public feedback we received during the informal comment period on both chapters and review updates to the draft updates to Chapter 173-400 WAC made since the April 15 public meeting.
Participants are invited to ask questions and provide input.

 Background
Ecology is revising the air quality standards for fine particulate matter (PM2.5) and sulfur dioxide (SO2) in Chapter 173-476 WAC to the strengthened standards for these pollutants adopted by EPA in 2024. We are also amending Chapter 173-400 WAC to update the “cause or contribute threshold values,” also known as “significant impact levels” used by Ecology and local clean air agencies in permitting new or modified sources of air pollution.
