Emissions-intensive, trade-exposed industries (EITEs) are important local industries and manufacturing facilities that produce a variety of products including transportation fuels, paper, food, building materials, glass, and airplanes. The Legislature directed Ecology to issue allowances at no cost to these industries through to 2034, but did not specify the approach to providing no-cost allowances to EITEs for 2035-2050.
In January, Ecology submitted a report to the Legislature with an analysis of allowance allocation policy options for EITEs after 2034.

Engagement opportunities
Ecology will consider input from representatives of EITE facilities, Tribes, environmental advocates, overburdened communities, subject matter experts, and the public while developing this new report.
Attend a public meeting and provide comment
Join us on June 11 from 10:00 a.m. to 11:00 a.m. for our public meeting. We’ll provide an overview of the focus areas for the new EITE report and the areas we're seeking feedback. There will be an opportunity to ask questions and provide input.
We're requesting feedback on the report until July 24. Please provide public comment through our electronic comment platform.
