Timeline
We continue to refine language for our formal rule proposal. We are also reviewing the feedback we've received so far to complete our revisions. Our economics team will conduct an internal review of the proposed rules to determine the likely economic effects to local governments and the public.
As a reminder, here is our rulemaking schedule for the next ten months:

Commenting on draft rules
We expect to open the formal public comment period for the draft rules in September 2026, including conducting public hearings across the state, after we file the CR-102 with the state Office of Code Reviser.
Once our final draft rules are formally filed in September, they will be posted on our webpage. The public will have several ways to comment:
- Provide in-person testimony at one of the five upcoming public hearings, with times, dates, and locations yet to be determined.
- Provide live testimony at an upcoming virtual public hearing. We are working to set dates and times.
- Submit written testimony during the formal comment period. We will post instructions on our webpage.
