Ecology rulemaking: New chapter 173-950 WAC
 Public Meeting and Comment Period
Ecology is starting rulemaking for a new rule, chapter 173-950 WAC. This rule will guide implementation of the Recycling Reform Act, a law that creates an extended producer responsibility (EPR) program for materials used to package consumer goods and paper products. Washington is the seventh state to adopt a packaging EPR program - a system where producers of covered materials pay fees to fund the state's residential recycling system.
Register for the Upcoming Public Meeting
Ecology is hosting a rulemaking committee meeting on May 27, 2026 at 2:00 PM. This meeting is open to the public to attend. During the meeting, staff will provide an overview of the law and the rulemaking process and timeline. Staff will also present on draft rule language and will solicit comments from the rulemaking committee throughout the meeting. All meeting participants, including the public, are invited to provide comments or questions during the allotted time toward the end of the meeting.
Comment on the Draft Rule Language
Comment period: May 14, 2026 - June 24, 2026
Ecology is soliciting comments on draft rule language during a comment period. We invite you to comment on the draft rule language, which staff will present on during the upcoming public meeting. Staff will consider all comments received during the comment period and public meeting.
