Businesses subject to the Cap-and-Invest Program can use carbon management as a part of their decarbonization strategy by exempting some of their emissions from being covered by the program or by purchasing offset credits that are generated by carbon management projects.
We’re working to provide clarity on how engineered carbon fits within the Cap-and-Invest Program and looking for public input.

May 21: Carbon management under the Cap-and-Invest Program
We'll discuss existing pathways for engineered carbon management in the Cap-and-Invest Program and provide a space to hear your thoughts and questions about carbon capture, utilization and storage and technology-based carbon dioxide removal in the Cap-and-Invest Program and in Washington.
The meeting is intended for the public, covered entities, carbon management technology providers, environmental organizations, and others interested in this topic.

May 28: Permanent sequestration emissions exemption
We'll discuss the permanent sequestration emissions exemption pathway included in WAC 173-446-040 for long-term geologic sequestration and long-lived mineralization. We’re interested in your feedback on the implementation of this provision, including on sequestration and mineralization approaches, potential protocols and regulatory frameworks, and strategies for integrating environmental justice.
This meeting is intended for Individuals familiar with policies and technologies related to permanent sequestration and carbon management.

Provide public comment period
You’re invited to provide written comments on engineered carbon management pathways, such as carbon capture, utilization, and storage and technology-based carbon dioxide removal, from May 21 to June 26, 2026. We'll provide specific questions we’re seeking feedback. Provide comments starting May 21.
Ecology also invites interested parties to meet with Ecology staff in addition to or as an alternative to submitting written comment.
