February 2026 Quarterly Update
Revised timeline
We have extended our schedule for the next rulemaking steps. As we continue to revise the preliminary draft rules based on feedback we've received, we recognized that we need more time to make revisions. We now plan on filing our formal proposal (CR-102) in September 2026. The following table shows the new schedule.

Local government sounding board
We concluded our local government sounding board meetings for the rule development phase in 2025. We are very grateful to local government staff who participated and shared their ideas about the rules. No additional meetings are scheduled at this time. We encourage local government sounding board participants to stay engaged through the CR-102 process.
Public participation
We have completed the public participation component of the rule development phase. Thank you to everyone who participated in our virtual open houses, sea level rise webinars, listening sessions, information sessions, and other meetings and provided comments and feedback on the preliminary draft rules.
Commenting on the rules
We do not currently have a public comment period open. The formal public comment period is expected to begin in September 2026 after we release the CR-102 draft. Our current focus is on continuing to review the feedback we received and complete our revisions.
