CCA Market Notices are sent by the Department of Ecology to notify market participants and other interested parties about information that may affect Washington’s Cap-and-Invest market.

The Climate Commitment Act (CCA) requires Ecology to allocate allowances at no cost to qualifying electric utilities for the benefit of utility ratepayers as part of the Cap-and-Invest Program.
An updated electric utility allowance allocation schedule and supporting calculations for vintage 2026 are posted on the no-cost allowance allocation webpage. This document replaces the information previously posted on the webpage for vintage 2026 by Ecology.
Revised allocation information has also been sent directly to each utility, along with information about the appeals process, as required by law.
